H.E. Bihi Iman Egeh is the Minister of Finance of the Federal Government of Somalia, since July 8th 2023, leading critical reforms in public financial management, domestic revenue mobilization, and fiscal policy. With a strong background in governance, economic policy, and legislative oversight, he has been instrumental in advancing Somalia’s financial governance framework and strengthening institutional capacity to support economic growth and fiscal discipline.
As Minister of Finance, he has overseen the historic debt relief efforts, securing the cancellation of around $4.5 billion in external debt which was a milestone that significantly reduced Somalia’s debt burden and unlocked new financial opportunities. Under his leadership, domestic revenue mobilisation increased by 30%, driven by tax policy and administration modernization as well as digitalisation. His focus on public sector efficiency, financial integrity, and sustainable economic policies has positioned Somalia on a trajectory toward stronger financial prospect and investment confidence.
Minister Bihi is at the forefront of transitioning Somalia from a fragile economy to a private sector led economic growth engine in the Horn of Africa. As the incoming Chair of the Horn of Africa Initiative, he will spearhead the regional ambitions of trade integration, technological innovation, poverty reduction and climate change response through initiative financing.
As a dedicated public servant, Minister Egeh previously held the position of Minister of Labour and Social Affairs where he spearheaded institutional reforms and strengthened Somalia’s labour policies and laws. As a two-term Member of Parliament, he contributed to key national policies spanning foreign affairs, economics, trade, security and national development.
Minister Bihi’s thought leadership extends beyond policymaking, with published analysis on Somalia’s economic governance and financial recovery. He remains committed to fostering economic stability, advancing fiscal reforms, and building a resilient public finance system that supports Somalia’s long-term prosperity and economic growth.
Mr. Egeh holds a Master of Science in Diplomatic Studies from St. Antony’s College, University of Oxford, UK, a Postgraduate Diploma in Peace and Conflict Studies from Hargeisa University (affiliated with UPEACE) and BA in Global Studies and International Relations.
